Presentation: The Vital Link Between Enforcement, Surveillance, Management, and Science

This presentation will explore the sometimes complex relationship between effective enforcement, compliance, enabling regulation, good governance and the underpinning science and evidence. Rodney will discuss how all these elements need to form a dynamic process of monitoring, assessment, decision making and enforcement to arrive at the desired outcomes. At the same time, there is recognition that effective MPA management requires a framework within which process can be tempered with a strong sense of proportionality and sound judgment.

Biography:

Rodney Anderson is a senior advisor to the North Sea Marine Cluster, a not for profit organization set up to foster a collaborative approach between sectors in addressing marine issues. He is also a Board Member of the UK Government's Marine Management Organization, with special responsibility for marine protected areas and fisheries management. Rodney was formerly Director of Marine and Fisheries in the UK. He developed the UK’s first integrated marine program and was the principal architect of the Marine and Coastal Access Act which introduced the current framework and structure for marine planning, marine conservation and marine management in English and UK waters.
