Presentation: Towards a Holistic Approach to Managing Compliance in a Large MPA

In the Great Barrier Reef Marine Park (GBRMP) enforcement is only one component of an overall integrated compliance management model. In this approach, the GBRMP intelligence unit identifies threats that operational staff and management use to determine risks to the Reef. This enables the use of the most appropriate resources and technology in the most cost effective way. The approach includes confirming that senior managers understand their obligation to ensure compliance with legislation, regulations and policy. In this presentation we outline the approach and provide participants with an insight into our models and processes enabling other MPAs to adopt those aspects that suit their circumstances.

Biography: 

Over the past 15 years, Reg, has developed and refined a compliance management model for the Great Barrier Reef Marine Park. This has involved the development of specific policy, processes, procedures, systems and skilled personnel. Further it required the alignment of compliance management with the strategic purpose of the Authority. Currently, Reg is leading the development of a comprehensive guideline for managing the investigation of shipping incidents requiring the co-operation of multiple regulatory and law enforcement agencies.
